LE PROJET
Les zones côtières en Afrique de l’ouest connaissent depuis plusieurs décennies une transformation fulgurante. Cette transformation, mue par les besoins de développement, pourrait cependant se faire en harmonie avec les écosystèmes côtiers, si le développement des infrastructures et des villes côtières était suffisamment encadré.
Le présent projet est destiné à mobiliser et sensibiliser les acteurs du littoral d’une part et d’autre part à renforcer et appuyer la mise en œuvre d’un cadre réglementaire et juridique efficace et effectif relatif à la construction et la gestion des infrastructures côtières en vue d’en réduire leurs impacts notamment sur les sites sensibles. Le projet s’etablira dans les sites prioritaires (Delta du Saloum (Sénégal), PNBA (Mauritanie), Boa Vista (Cabo Verde), Bijagos (Guinée Bissau, et le delta du Kapatchez (Guinée).
La priorité sera de mettre en place ou dynamiser les cadres multipartites des acteurs sur la construction des infrastructures et les impacts sur la zone côtière. Il s’agira ensuite de partager les enjeux sur les impacts des infrastructures, et proposer des textes réglementaires ou juridiques appropriés pour corriger les gaps et assurer leur mise en œuvre effective
